Warm Regards... - Mizukage to Kazekage Communications

Dear Lady Kazekage,

I write to you on this day in the hopes that disaster can be prevented. We live in a time where the smallest misunderstandings can lead to bloody and violent ends for our people. Note that this letter is not written with any intent to accuse you of any wrongdoing, on the contrary, I write this in the hopes to show that you're as strong and wise of a leader as I've heard. I of course wish to speak to you about Setsuna.

While I know that Setsuna was your pupil, I can't help but be concerned that your village seems to be holding off on recapturing such an important and dangerous shinobi from your village. While it is true that Setsuna claims neutrality and has yet to attack any shinobi from another village. This being said, I hope you understand my village's concern that you might be seeking to make Setsuna an ally if she isn't one already. To gain shinobi from every village has the potential to be...difficult to maintain. Honegakure may claim neutrality, and yet its leader was once great friends with yourself. I trust that you can see the concern and dilemma, one that is shared by more than just myself.

So Lady Kazekage, I write this letter to offer you a chance to explain yourself. What is your position with Setsuna and Honegakure, and what political steps have you taken with them if any? I don't wish to force you to answer these questions, but I must also warn you that silence can deliver a very loud message back to my forces. I eagerly await your reply.

"Thank you," Uzume nodded her recognition to her assistant as she was passed a very official looking letter, already opening it as the young messenger saw herself out. As her eyes passed over the words written within, her expression hardened and she released a frustrated breath through her nose. "Those barbarians will find any reason to start a war," she huffed indignantly, already reaching for stationary and something to write with so that she could see this matter to rest without incident.

I assure you, Sir Mizukage, that I've made no attempt at forging alliances with such an insignificant speck on the world as Setsuna's little pet project. I've had some written communication with the woman, but purely as a non-violent attempt to convince her to give up her dream and return home. Other than the protection of my assets buried within, that place is of little concern to me. If an attack on the area was made I'd be more apt to ally with the aggressors than Setsuna, if only to see my assets safely away and back into my hands.

I pray that this puts to rest any concerns of my alliances. Any further questions may be addressed to me in much the same manner, though I would greatly appreciate a reduction of veiled threats if you would, please.

She considered for a moment that the words may have been a bit harsher than intended, but finally scoffed and began to wrap the paper for delivery. Brute force was likely the only thing someone from Kiri would understand and take to heart.

Travel between the two villages was slow, even for a shinobi's speed, and especially with such official documents. They were the kind of material that other nations would love to get their hands on. After all, who wouldn't want to know what the Mizukage and Kazekage are saying to one another? The next letter read:

Lady Kazekage,

It pleases me that you can be honest. I know Setsuna used to be on your team, so I can understand your desire to return a comrade back home. I was Leader of the Seven Swordsmen before I took my mantle as Mizukage, I can only imagine how uncomfortable I'd be if one of my pupils did this to me.

I currently agree with you that Honegakure is currently something that doesn't trouble me greatly. It's just another position I have to mark on the map. It relieves me to hear that you are not allying or aiding them in any way. I want to give you my word that should any issues take place between my village and Setsuna, I will do everything I can to keep her alive and give her back to your village. I do not wish to create any bad blood between our villages, a war would be too costly on both sides, especially fighting it over someone else's decision.

I thank you again for the quick and honest response. My village and I will rest better knowing your feelings on this matter.

Uzume read the letter over slowly and carefully, pleased with the fact that this one didn't include any undue veiled threats and in fact was quite cordial and agreeable once she'd denied any involvement with Setsuna's project on a political level. She briefly considered making one last response before deciding better of it. Relaying a simple letter of thanks for being so nice about the situation was a waste of better-used resources and the Mizukage likely wouldn't think much of it anyways. Things were good as they were. With a low sigh, she slumped back in her chair and began to contemplate her next move.
